On June 29, 2022, the launch and implementation plan demonstration meeting of the national key research and development plan Social Governance and Smart Social Science and Technology Support of the national key research and development plan Social Governance and Smart Social Science and Technology Support in 2021 Legislative Public Opinion Comprehensive Analysis and Intelligent Review Technology Research on Legal Provisions project launched and implementation plan demonstration meeting was successfully held in the Jiulonghu Campus of Southeast University in the form of online and offline simultaneous development.

The project was led by the Law School of Southeast University and Professor Liu Yanhong as the project leader, and jointly carried out collaborative research with Peking University, Zhejiang University, Fudan University, Beihang University and other units. Xu Jianfeng, director of the Information Technology Service Center of the Supreme People's Court, Xue Jingsheng, senior engineer of the Science and Technology Informatization Corps of the Tianjin Municipal Public Security Bureau, Gao Shaolin, former chairman of the Legislative Affairs Committee of the Tianjin Municipal People's Congress, Wang Ning, researcher of Aerospace Science and Industry Network Information Development Co., Ltd., Professor Wang Shuliang of Beijing Institute of Technology, Professor Zuo Weimin of Sichuan University, Professor Yang Xiaochun of Northeastern University, Researcher Ren Yong'an of the Judicial Research Institute of the Ministry of Justice, Professor Xie Lei of Nanjing University, Associate Professor Li Zhenhua of Tsinghua University attended the meeting as an expert of the project implementation plan demonstration committee. Yao Xiongsen, deputy director of the Information Center of the Ministry of Justice, Zhao Xianwei, director of the Scientific Research Division of the Procuratorial Technology Information Research Center of the Supreme People's Procuratorate, Wang Xiaoyan, deputy director of the Planning and Management Department of the Information Technology Service Center of the Supreme People's Court, Xi Junqing, deputy director of the Science and Technology and Standardization Department of the Information Center of the Ministry of Justice, Wang Shunbing, deputy director of the China Agenda 21 Management Center, and Jia Guowei, project director of the China Agenda 21 Management Center, attended the guidance. Professor Sun Litao, Vice President of Southeast University, Professor Liu Yanhong, Director and Project Leader of the Judicial Big Data Research Base of the Supreme People's Court (Southeast University), relevant responsible comrades of the Scientific Research Institute, Social Science Office, Law School, Computer Science and Engineering College of Southeast University, as well as more than 70 people in charge of various topics and backbone members attended the demonstration meeting. The opening ceremony of the project kick-off meeting was presided over by Professor Ouyang Benqi, President of our hospital.

At the opening ceremony, Jia Guowei delivered a speech on behalf of the Ministry of Science and Technology. He pointed out that this project is of great significance as the first batch of unveiling the commander-in-chief project, and hopes that the project team will closely focus on the major strategic deployment of the country, achieve key breakthroughs, consolidate the main responsibility, strengthen organizational coordination, uphold the spirit of hard work, and improve project performance. In his speech, Yao Xiongsen stressed that the Ministry of Justice attaches great importance to the scientific and technological innovation work of judicial administration, and hopes that the project team will improve its political position, adhere to the problem-oriented, strengthen key breakthroughs, and ensure that the implementation is effective. On behalf of the project lead unit, Sun Litao thanked the leaders and experts attending the meeting for their care and help, reaffirmed the exemplary contribution made by the law school in the field of interdisciplinary disciplines, and said that Southeast University will make every effort to ensure the organization and guarantee of the project.

The demonstration meeting of the project implementation plan was presided over by Xue Jingsheng, the leader of the demonstration expert group. As the project leader, Professor Liu Yanhong made an overall report from the aspects of project objectives, main assessment indicators, research content, sub-task decomposition and overall planning, technical route and implementation plan, annual plan, safeguard measures and risk control, etc., and the person in charge of each topic introduced the research content and implementation plan of the project respectively. After listening to the report and questioning and demonstrating, the expert group fully affirmed the project implementation plan and unanimously agreed that the project research objectives were clear, the program was perfect, and the strength was sufficient. At the same time, the expert group put forward constructive suggestions on the specific technical route, cooperation mode and achievement transformation of the implementation plan. At the meeting, Professor Ouyang Benqi issued a letter of appointment to Xue Jingsheng and other members of the project expert group. After the meeting, the project team organized the participating units to carry out training and exchanges on the project financial and internal control management system, and deployed follow-up work.

It is reported that the project was established in December 2021, with 5 topics under it, relying on the judicial big data research base of the Supreme People's Court of our institute (Southeast University) to carry out project research. Following the 2018 National Key R&D Program Research on Integrated Convenience Service Technology and Equipment for the Whole Process of Litigation, the Law Department of Southeast University has obtained another national key R&D program project, marking a new level of interdisciplinary scientific research in the humanities and social sciences of the university. The project will study the application of cutting-edge technologies such as artificial intelligence and big data in the field of administrative legislation, empower legislative work with scientific and technological innovation, and promote the modernization of China's governance system and governance capabilities.
