On July 15, 2022, Liu Shuqiang, Director of the Office of the Hong Kong and Macao Basic Law Committee of the Standing Committee of the National People's Congress, Du Lei, Deputy Directors of the General Office, and Wang Xiao came to Southeast University to conduct a special research on the 25th Anniversary of Hong Kong's Return to the Motherland and a symposium on the promotion of the Basic Law. More than 20 leaders, guests, experts and scholars from Southeast University, Hohai University, Nanjing Normal University, Nanjing Audit University, Jiangsu Police Officers College and Jiangsu Huadan Tianzuo Law Firm attended the symposium. The meeting was presided over by Mao Huixi, secretary of the Party Committee of the Law School of Southeast University.
First of all, The moderator, Secretary Mao Huixi, briefly introduced the agenda of the meeting, and made a solemn introduction to the leaders, guests, experts and scholars attending the meeting and expressed a warm welcome.
Subsequently, Liu Shuqiang, director of the Office of the Hong Kong and Macao Basic Law Committee of the NPC Standing Committee, delivered a speech, thanked the experts and scholars attending the meeting, introduced the brief situation of the Hong Kong and Macao Basic Law Committee of the NPC Standing Committee and the purpose of the forum, and wished the forum a successful hold.
In the keynote speech session, Professor Ouyang Benqi, Dean of the Law School of Southeast University, welcomed everyone and reported on the basic situation of the law school of Southeast University from six aspects: the history of running the school, the influence of the discipline, the situation of teachers, scientific research projects, scientific research platforms and scientific research achievements, focusing on the scientific research projects and achievements related to Hong Kong and Macao.
Professor Liu Lianjun, professor of the Law School of Southeast University and president of the Hong Kong, Macao and Taiwan Law Research Association of the Jiangsu Provincial Law Society, introduced the results of the Hong Kong, Macao and Taiwan Law Research Association of the Jiangsu Law Society, and said that in the future, the Hong Kong, Macao and Taiwan Law Research Association of the Jiangsu Provincial Law Society will further strengthen its academic research and practical analysis of legal issues in Hong Kong, Macao and Taiwan, broaden the channels of academic exchanges and communication with Hong Kong, Macao and Taiwan, deepen cooperation between legal and practical circles in the four regions of the two sides of the strait, and promote peaceful development for the two sides of the strait and the prosperity and stability of Hong Kong and Macao. After that, Professor Wang Jinyuan of the Law School of Southeast University shared his reflection and foresight on the Judicial System of Hong Kong from three perspectives: the inherent tension of the interpretation system of the Hong Kong Basic Law, the current situation of the judicial system of the Hong Kong Basic Law and the reform proposal of the judicial system of the Hong Kong Basic Law, and proposed to fully implement the principle of patriots governing Hong Kong emphasized by General Secretary Xi Jinping.
In the free discussion session, Professor Wang Chunye of the Law School of Hohai University, Associate Professor Sun Xiangchang of the Law School of Nanjing Audit University, Professor Han Yuting of the Law School of Nanjing Normal University, and Professor Zhang Hongbo of jiangsu Police Officers College successively reported on the resources, research characteristics and achievements of their respective Hong Kong and Macao-related scientific research projects, and put forward ideas for further research in the future.
Professor Chen Youwu and Professor Yu Lishen of the Law School of Southeast University have put forward the idea of promoting the systematic and systematic governance of Hong Kong and the idea of establishing relevant academic journals based on the experience of human rights studies and the experience of teaching the Basic Law course respectively.
With regard to the opinions put forward by experts and scholars, Du Lei, deputy director of the Office of the Hong Kong and Macao Basic Law Commission of the Standing Committee of the National People's Congress, said that he sincerely hopes that experts and scholars will pay attention to and participate in the research work on laws related to Hong Kong and Macao, and can focus on major topics such as upholding and improving the one country, two systems system, safeguarding the constitutional order of the special administrative region established by the Constitution and the Basic Law, adhering to the organic combination of the central authorities' comprehensive management power and guaranteeing the high degree of autonomy of the special administrative region, and promoting the construction of the rule of law in the Guangdong-Hong Kong-Macao Greater Bay Area. If difficulties are encountered in the research work, the Office of the Basic Law Commission of Hong Kong and Macao will wholeheartedly provide guidance and assistance.
Finally, Wu Gang, vice president of Southeast University and Jiang Scholar Distinguished Professor of the Ministry of Education, summed up and put forward several hopes: First, the Basic Law is highly in line with General Secretary Xi Jinping's concept of governing the country according to law and plays an important role in the stability and prosperity of Hong Kong. Second, many articles in the Basic Law can be excavated and deepened, and I hope that experts can put forward valuable academic views according to the development of the central spirit and practice; Third, southeast university's new liberal arts construction is developing rapidly, and I hope that southeast law will do a good job in planning, build a distinctive legal discipline, and make more contributions to the country!
