In order to comprehensively implement the spirit of the 20th CPC National Congress, deeply study and practice Xi Jinping's thought on the rule of law, effectively implement the requirements of the Opinions on Strengthening Legal Education and Legal Theory Research in the New Era of the CPC Central Committee and State Council, further deepen the cooperation between prosecutors and schools, and strengthen the cultivation of legal education and rule of law talents, in the afternoon of 10th April, 2024, the ‘Experts on Prosecutorial Practice on Campus’ series of lectures of the SPP came to Southeast University. Subsequently, Vice President Sun Litao issued a lecture certificate to Director Hou Yahui, the lecturer of the first lecture of the series, and Vice Minister Wang Yujie and Secretary Liu Qichuan presented books to each other on behalf of the Supreme People's Procuratorate and Southeast University respectively.
After the launching ceremony, Hou Yahui, Director of the Fifth Procuratorate Department of the Supreme People's Procuratorate and a first-class senior procurator, started the first lecture with the title of ‘Practical Progress and Theoretical Thoughts on Procuratorial Investigation’. Director Hou Yahui started from three aspects of prosecutorial investigation in the new era, focusing on the ‘historical development of prosecutorial investigation’, ‘practical operation of prosecutorial investigation’, ‘current status of theoretical research on prosecutorial investigation’ and ‘the current status of theoretical research on prosecutorial investigation’. ‘and “Procuratorial investigation and revision of the Criminal Procedure Law”, etc. The lectures were in-depth and cited, with both macroscopic data and typical cases, and both theoretical explanation and case handling practice, fully demonstrating the current status of theoretical research and practical development of procuratorial investigation in the new era.
In the interactive session, teachers and students asked questions about the improvement of the mechanism and standard operation of prosecutorial investigation and mobile investigation, and Director Hou Yahui answered the questions patiently and in detail.
At the end of the lecture, President Ouyang Benqi once again expressed his gratitude to Director Hou Yahui for his wonderful lecture and emphasised that he would further strengthen the cooperation between the university and the prosecution in the future, and solidly push forward the ‘Procuratorate Practice Experts on Campus’ activity in Southeast University to continue to carry out in-depth, and promote the synergy between theoretical research in jurisprudence, cultivation of rule of law talents and development of the procuratorate's business.
It is reported that since October 2023, when the Supreme People's Procuratorate officially launched the ‘Procuratorial Practice Experts on Campus’ activity, the Supreme Procuratorate has selected 106 prosecutors and 180 courses for universities to choose from, and has trained more than 6,000 students. This activity was named one of the ten major events in legal education in 2023 by the weekly magazine Democracy and the Rule of Law and was selected as one of the top ten procuratorial news in 2023, while the Supreme Prosecutor's Office is also simultaneously promoting the projects of ‘Famous Teachers of Law Entering the Procuratorate’ and ‘Law Students Entering the Procuratorate’. At the same time, the Supreme Prosecutor's Office is also simultaneously promoting ‘famous teachers of law into the prosecution’, ‘law students into the prosecution’ and other forms of prosecution-school co-operation. Subsequent to the ‘Procuratorial Practice Experts on Campus’ into the Southeast University lecture series will also hold a number of lectures, comprehensive coverage of criminal prosecution, civil prosecution, administrative prosecution, public interest litigation, and many other areas of the prosecution, to help improve the quality of training of rule of law personnel, and to better serve the new era of the new journey of the rule of law and the construction of China.
